FED:Fifth banking pillar 'a joke': Aussie John

Aussie Home Loans founder JOHN SYMOND has labelled the government's moves to create
a fifth pillar of banking as a joke.

Treasurer WAYNE SWAN has unveiled measures to create a campaign to promote credit unions
and building societies .. as a way of breaking the power of the big four banks.

But Mr SYMOND .. who founded the Aussie mortgage originator group in 1992 .. has told
a Senate hearing in Sydney today the government's ignored the contribution of non-bank
lenders in sparking competition in the home loan market.

Mr SYMOND's also criticised the government's plan to ban exit fees on new standard
variable mortgage rates from July 2011.

SA:BER a monumental failure, Pyne says

ADELAIDE, Aug 6 AAP - The government's Building the Education Revolution (BER) scheme
has been a monumental failure, opposition education spokesman Christopher Pyne says.

An interim report into the BER scheme, released on Friday, found the program, designed
as part of Labor's stimulus measures, inflated building costs by up to 12 per cent.

Prime Minister Julia Gillard appointed businessman Brad Orgill to investigate, after
concerns of waste and rorting in the $14.1 billion Primary Schools for the 21st Century
(P21) section.

Mr Pyne told reporters in Adelaide on Friday the interim findings were a damning indictment
of the management of a $16 billion program by Julia Gillard when she was education minister.

"It has been a monumental failure," Mr Pyne said.

"Julia Gillard's defence is that there was a cost premium to rushing the program out quickly.

"In fact what really happened is an $8 billion waste of taxpayers money occurred.

"Speed has not been achieved, the program is at least 12 months behind."

The coalition is offering a full judicial inquiry into the scheme, he said.

Mr Pyne said Ms Gillard had mocked people who raised concerns about the BER.

Yet her hand picked taskforce head had found every concern the opposition had raised
was valid, he said.

Greens Senator Sarah Hanson-Young says the party would continue to push to see the
school projects continue in an efficient manner.

"That's something the Greens will make sure we push for and ensure happens - particularly
if we are in the balance of power with an Abbott government."

Mr Pyne said the coalition would give every single dollar left over to the schools
to self manage the building of their infrastructure.

"So the Greens will get exactly what they want in a coalition government."

Fed: Family grieves as PM warns more military losses to come

By Max Blenkin, Defence Correspondent

CANBERRA, April 28 AAP - The grieving wife of Australia's latest military casualty
in Afghanistan says all he ever wanted was to join the army.

Twenty-seven-year-old commando Lance Corporal Jason Marks died overnight in a battle
between his patrol and Taliban insurgents in southern Afghanistan, as melting snow heralded
the start of the annual "fighting season".

He was the fourth Australian soldier, and second commando, killed in Afghanistan in
just over six months.

Four other commandos were wounded in the same action, but it's believed none suffered
life-threatening injuries.

Prime Minister Kevin Rudd today warned there would be more casualties to come.

"We are facing a change of season, as the winter snows melt and the spring thaw begins,
which usually indicates a heightening in military activity on the part of the Taliban
and al-Qaeda," Mr Rudd told reporters.

"Therefore, 2008 will be difficult and dangerous and bloody, and the Australian nation
needs to prepare itself for further losses in the year ahead."

The family of Lance Corporal Marks, a married father of two children, said it was devastated.

"Jason was a devoted father to our two beautiful children and a loving husband to me,"

his wife Cassandra said in a statement.

"All Jason ever wanted to do was join the army. He was the type of man who knew what
he wanted, even from the age of 12, all Jason ever wanted to be was a soldier.

"Becoming a commando was a dream of Jason's, he was proud of who he was and proud of
what he did."

Lance Corporal Marks had been serving in Afghanistan as a member of the Special Operations
Task Group (SOTG) for only a few weeks.

Defence head Air Chief Marshal Angus Houston said he was a member of a patrol preparing
to attack Taliban insurgents about 25 kilometres south-east of the Australian base at
Tarin Kowt, in Oruzgan Province.

He was in the lead platoon attacked about 6pm Afghanistan time yesterday (11.30pm AEST).

"They were out in the open and, as they were doing their preparations, they were engaged
by the Taliban," said Air Chief Marshal Houston.

"There was a heavy exchange of fire."

The Australians were targeted by small arms fire and rocket-propelled grenades from
a number of groups of insurgents.

Coalition air support, involving Apache helicopters and F-16 fighter-bombers, struck
back at the Taliban positions.

The body of Lance Corporal Marks and the four wounded were flown by helicopter to a
coalition hospital at Tarin Kowt.

There was no indication of Taliban casualties, although in such contacts they invariably
come out worse off, defence said.

Born in Broken Hill in NSW, Lance Corporal Marks grew up in Yeppoon in Queensland and
joined the army in March 1999.

He served in the Royal Australian Army Medical Corps before joining the commandos in 2005.

"Jason loved to be active, whether it was through playing union, league or rock climbing,"

Cassandra Marks said.

"He even became a combat fitness leader in the army he loved it so much.

"Jason always strived to be the best he could be, he loved the army, he loved his mates
and he loved his family."

Air Chief Marshal Houston suggested Afghanistan's security could be significantly enhanced
if more NATO-led coalition nations took the fight to the Taliban, as Australia's commandos
did.

"They keep them on the back foot, and it means we retain the initiative in our province.

I think there needs to be a lot more of this in Afghanistan," he said.

Australia presently has more than 1,000 personnel in Oruzgan province, including the
reconstruction task force and the SOTG, comprising members of the 4RAR Commando Battalion
and Special Air Service Regiment (SASR).

Australia Defence Association executive director Neil James said it was likely fighting
would intensify in coming months and the commandos, based at Holsworthy in Sydney, would
bear the brunt.

"If previous years in Afghanistan are anything to go by, the fighting tends to pick
up in spring and summer and early autumn, and tends to decrease in late autumn and winter,"

he said.

"Within the Special Operations Task Group, the bulk of the fighting normally would
be done by the commandos because the SAS would mainly be doing long-range reconnaissance."

WA: No charges likely over death of child in car, police

Kidsafe says the death of a two-year-old Perth girl .. left alone in a car in 34-degree
heat .. is a tragic and timely reminder to everybody not to leave children alone in cars
at any time.

Police say the girl's parents are unlikely to be charged .. after they apparently left
her accidentally in the car for two hours outside the family's home in Maddington .. in
the city's south-east.

Kidsafe chief executive SUE WICKS says the child had been in the vehicle long enough
to go through all of the stages of heat stress .. dehydration .. and right through to
hyperthermia.

And Princess Margaret Hospital's Emergency Department director GARY GEELHOED has warned
parents .. the temperature inside a car can rise very quickly.

He says many people don't realise it can rise 30 to 40 degrees above what's outside
.. meaning up to 60 or 70 degrees in a matter of half an hour or so.

The temperature is set to reach 36 degrees today in Perth and climb to 38 degrees on
Christmas and Boxing days.

Qld: Tsunami response not good enough: oppn

The Queensland government's under fire .. for its response to this morning's tsunami threat.

An earthquake measuring 8.1 .. struck at around twenty to seven (AEST) about 350 kilometres
off the coast of the Solomon Islands.

A warning was issued about a tsunami threat .. but it's now passed.

During the warning .. many north Queensland residents left their homes and businesses
and took to higher ground.

But opposition emergency services spokesman TED MALONE says confusion reigned supreme
over the warning .. and who was responsible for coordinating emergency responses.

Mr MALONE says the media and members of the community haven't been able to get through
to anyone from the premier's office down .. to give a straight answer over who's responsible
for coordinating any response.

And he says apart from the warnings from the Bureau of Meteorology .. there hasn't
been a word from Emergency Services Minister PAT PURCELL.

Mr MALONE says Cooktown council was contacted by the media .. to see what precautions
were being taken to move people to higher ground .. and no one there had heard a word
from the government.

He says Queensland should have learned its lesson from the devastating Asian tsunami
on Boxing Day 2004.

The weather bureau says although sea level rises of 20 to 30 centimetres have been
observed in some parts of northern Queensland .. no significant rises have been reported
and the threat has passed.

Radical Muslim groups moved just as rapidly to distance themselves from the Dahab attacks, which killed 24 people. The leader of Egypt's banned Muslim brotherhood condemned them as "aggression on human souls created by God."

Meketa and the First Blacksmith's Bellows

Meketa and the First Blacksmith's Bellows (Kono/Sierra Leone) Meketa (Yataa), the supreme being, is omnipotent. The Kono believe that once death comes all trouble is at an end. They believe in a resurrection but in no judgment after death.

After Meketa made all the earth and the animals in it, there were no men and women. God came down to earth and built two houses, the doors facing each other. He made four balls of mud, two large and two small, put a small ball in each house, and fastened the doors. Next morning, there came out of these houses a man and a woman. God came to them and told them they belonged to him; he took the two large balls of mud and rubbed them, telling them never to forget that they would one day become earth again. God told them what to do and left them. Many children were born to these two. The first was a son who became a great farmer and is the father of all farmers. The second was a son who became a hunter and is the father of all hunters. The third was a daughter who learned to weave cloth and is the mother of all weavers. The fourth was a daughter who learned to fish and is the mother of all fisher-people. There were many more who learned different trades and became the mothers and fathers of all these trades. The last child was a son; there was no trade for him to follow, so he thought out one for himself, and began to make implements for his brothers: hoes for the farm, knives for the hunter. The fisher-girl went out one day to fish, and, as she came to the waterside she met a great snake, so large that it was thicker than she was. She at once killed the snake and cut it open, and a wonderful deer leapt out from the inside of the snake; it thanked her and ran off. The hunter had his nets spread in the forest, and this deer got caught in the net. When the hunter came and saw the deer and was going to kill it, the deer told him that if he killed it, he should give its skin to a blacksmith. The hunter killed the deer, skinned it, tied the skin at the neck and at the back, and went home. When he got home, the youngest brother was making knives at the fire and the hunter threw the skin down by the fireside and told his brother about the wonderful deer. The hunter was tired and he sat down on the skin, which was full of air. When he sat on it the air came out and blew up the fire. The youngest cried out at once, “Then I will be a blacksmith.” This is how the first bellows was made, and the blacksmith got his trade. See also: Dugbo, Yataa.

A SAMPLE OF THE ARTICLE

By Ann Perry

Knight Ridder Newspapers

The good news: Shopping online for the holidays will be easier and faster than it was last year. The bad news: It's likely to cost more.

"The days of discounting have come to an end," says Heather Dougherty, a retail analyst with Jupiter Media Metrix. "We'll see a lot less of the free shipping."

Perhaps with good reason, at least from the businesses' perspective.

Many e-retailers are struggling financially and can't afford to give anything away, says Christopher M. Kelley, an analyst with Forrester Research. Some may be seeing their last holiday season. But low prices might not have mattered this season, says Kelley, because shoppers are more concerned with an e-retailer's reliability.

Following last year's holiday season, shoppers complained about slow Web sites, product unavailability and late delivery, according to a survey by BizRate.com.

The online stakes, although still a sliver of all retail sales, are growing. In the November-December holiday shopping months, sales are expected to jump 66 percent to $11.6 billion from the same period last year, according to Jupiter Communications Inc.

All retail analysts agree that online shopping is here to stay, despite the frustrations and quirks. Here's why:

_Convenience: "For families with children, it's a whole lot easier than sneaking off to the store and battling somebody for a parking space," says Kelley. Online shopping also allows shoppers to avoid commission-oriented sales staff at consumer electronic stores.

_Access: A growing number of people are able to tap into the Internet, thanks to the falling prices of personal computers and the low- to no-charge for Internet service. By the end of 2000, more than half of U.S. households will be online.

$40M HIGH-TECH ROAD-MONITORING SYSTEM IN WORKS.

Rush-hour commuters could get wired to the roadway -- with real-time traffic information available via the Internet, pagers and cellular phones -- if a $40 million plan for an "intelligent transportation system" goes forward.

``You could literally check the highways before you go out," said Karen Lenehan, spokeswoman for the Ohio Department of Transportation.

The department, the Greater Cleveland Regional Transit Authority and Cuyahoga County want to copy cities such as Atlanta and Houston that have extensive "intelligent transportation systems" that help emergency personnel and drivers deal with accidents or delays.

``You can't keep widening highways to address congestion," Ms. Lenehan said. "This is a softer approach to make traffic flow better."

Closed-circuit TV cameras along highways would relay pictures of traffic over the Internet, flashing message boards on highways would warn of coming delays or accidents, and traffic updates could be delivered via a special radio station or by electronic mail, pager or cellular phone. Even buses and trains would be equipped with location sensors to improve scheduling and transfers.

``It's such a neat thing that could happen for the city of Cleveland and the surrounding areas, but it's also an expensive thing," Ms. Lenehan said.

About $18 million of the $40 million is earmarked for a new downtown building that would consolidate about 190 RTA transit police and dispatch employees and Cuyahoga County's 30-person emergency management division. The county division handles the dispatch of 911 emergency phone calls.

The new center might not be up and running for four to five years, but the RTA and the county are planning now to construct or buy a building to house the employees and communications equipment.

The RTA will ask for $22 million for the transportation system from the state Transportation Review Advisory Council, which controls federal dollars for major transportation projects. If the plan for the computerized system goes forward, it could help improve the response time and coordination of emergency officials when there's an accident, said Murray Withrow, manager of the county's emergency services.

``If you get a live picture of an accident, you can almost begin a preliminary assessment of how you should enter a scene," Mr. Withrow said.

Ms. Lenehan said the technology could have prevented thousands of rush- hour commuters from getting stuck in two-hour traffic jam in March when a tanker truck leaked hydrochloric acid on the East Shoreway.

``People were getting on the highway not knowing there was an accident two miles ahead," she said.
